Your Options
You have two options when you receive a PCN from WRWCParking: pay the charge, or submit a formal appeal if you believe the charge was issued in error.
Pay Your Charge
Pay securely online using the reference number printed on your PCN. Paying within 14 days of the notice date qualifies for the reduced early payment rate.
Pay NowSubmit an Appeal
If you believe the charge was issued incorrectly, you have the right to appeal. All appeals are reviewed by our independent appeals team within five working days.

A Parking Charge Notice is a contractual charge issued to a vehicle's registered keeper when a motorist has parked in breach of the terms and conditions displayed on signage within a private car park. It is not a fine imposed by a public authority — it is a civil contractual matter between the landowner and the motorist.
Our ANPR systems record the time a vehicle enters and exits a car park. Any stay that exceeds the permitted free or paid period displayed on signage may result in a charge. If you believe the time recorded is inaccurate, or that you had a valid reason for overstaying, please submit an appeal and provide any supporting evidence you have.
As the registered keeper of the vehicle, you are liable for the charge unless you can identify the driver at the time of the contravention. You can transfer liability by providing the driver's details through our appeals process. Under the Protection of Freedoms Act 2012, we have the right to pursue the registered keeper if the driver cannot be identified.
You have 28 days from the date printed on your PCN to either pay the charge or submit a formal appeal. Paying within 14 days will attract the early payment discount. Please do not ignore your PCN — failure to respond within 28 days may result in escalation to our debt recovery partners.
If your appeal is unsuccessful, you will be notified in writing with the reasons for the decision. You will then have a further 28 days to either pay the charge or escalate to POPLA (Parking on Private Land Appeals), the independent appeals service. WRWCParking accepts POPLA adjudications as final and binding.
POPLA (Parking on Private Land Appeals) is an independent, government-approved appeals service for private parking charges. If your initial appeal to WRWCParking is unsuccessful, you have the right to escalate your case to POPLA free of charge. Their decision is independent of WRWCParking and we are bound by their ruling.
